Measuring the relationship between home and community-based services (HCBS) and health.

Abstract: Presenters discuss the results and implications of an analysis of Medicaid claims by people with physical disabilities who are supported by the home and community-based services (HCBS) waivers. The study looks at people who live in the community when they enroll in the HCBS waiver program in comparison to people who live in a nursing facility when they enroll and use it as a way to move back into the community. It compares the two populations in terms of their healthcare utilization and some of the health conditions overall. The study shows that people with disabilities experience a number of disparities in healthcare access as well as in the prevalence of chronic conditions. Run time: 7 minutes 40 seconds.
